The question makes the assumption that Miyamoto has stated that Ness will return in Brawl alongside Pit. I know that this isn't super-awesome news, but it is news, no?

Because Sakurai himself said that he wanted to replace Ness with Lucas in Melee, but never came to in the final product.

But I do agree that Ness will be in Brawl, since I believe that all the characters from the original will be back.

Probably never, every game in the Mother/Earthbound series has entirely new characters. Kind of like the Final Fantasy series.

They've made a new Mother game since Melee, but it only came out in Japan and Ness wasn't in it.
