Recently i have found myself beating my friend who is rank top 3 at the local scene. In tournament however I lost to some random scrub who just smashes. This is holding me back and I'm fairly certain its a comfort thing, where I have no problem playing someone I've played hundreds of times. Trying to find a way to convert my success into something I cna carry into ever match with random new players.

Any advice would be greatly appreciated!

Your problem seems to be about adapting to new players quickly. You don't learn how to counter their strategies fast enough, yet you know what they do. Smashes often have a lot of lag. Let them swing and miss, or at least hit your shield, and punish them for it. If they don't grab you, you'll be fine. Be aware of as much as you can of new opponents, consciously think about what they're most likely going to do next, and do things that best counter their next likely options
