Kirby gets owned for free by Lucas' Up Smash. KO at least around 75%. Probably a little lower. Surprise him every once in a while with one to keep him scared. He'll think twice about coming at you from the top.
PK thunder spam may work better than PK fire spam if he's a big jump approach kinda guy.
PK Magnet absorbs his up B shockwave.
I've noticed that most people tend to use his down B more often than they should and at inappropriate times. Dodge and punish accordingly. Dashing into an up Smash might work wonders here.
Try to avoid being in the air for too long. Fast fall more often. Don't be afraid to DI away from him instead of hoping you get your aearial off before he does.
As for you problem with the lvl 9 CPU, all CPU players can be beaten by spamming smash attacks left and right. I'm fairly disgusted with the AI in this game (though it's a huge improvement over Melee... CPU's edge gaurd now ftw)
