Try using ~ 600 kbps bitrate(unless that's higher than what you currently stream at), you don't want your bitrate to be the same as your upload because if it goes higher than what you can upload, it results in dropped frames.
You can try changing the preset to faster(if you have a decent computer, the lower you go the more CPU intense), lower the quality and make sure you're streaming to the right location. I drop of frames on a 8mbps up connection when connected to US East: Ashburn, VA but it's perfect when I connect to US East: Ashburn, VA(Secondary). Amount of frames you're streaming at, as well as the stage resolution should be the lowest required
Also de-interlace your video source, that's why you get those lines over your character when moving. You can find this option by right-clicking on your video capture source and choosing one of the de-interlace options.
If you're not directly connected to the modem(As in, you're going through a router), you can try directly connecting to get a higher speed. If you're on wireless you can try a direct connection to the router.
