So I found you can initiate the glide toss after any number of run animations are cycled. There is a point in the run animation when the glide toss works. It appears to be when mega mans head reaches its lowest point (or somewhere near there)
So if you want to do a quick glide toss do it on the first cycle. If you want to get a little closer wait until 1 or 2 run cycles go through.
I initially learned how to glide off the second cycle and once you can do one the others are pretty easy to get the timing down.
