It's not really possible to rate play ability with a match against CPUs. It looks like you have a basic understanding of falco basics (short of the shl). but your actuall ability / skill is not shown in a match against a cpu. I understand that you don't have anyone to play against, but there are ppl probably within a 1/2 drive from you who play competitively (i don't know this for a fact, it's just a statistic i made up that sounds reasonable).
What you should work on: shl, shffling, the up-down combo (shine>dair>repeat), wavedashing. that will get you started, and when you find some ppl or a tourney or something, you'll have a benchmark to compare yourself to.

You've got a long way to go, man... Read the Falco guides on Smashboards and work on everything...

SHL, shffl'd airs, advanced movement, etc...

Obviously you'll need human opponents to progress past a certain point, but you can still gain a good deal of tech skill by working against cpu's.

just be sure not to practice overall gameplay / strategy agaisnt cpus. pick something specific and work on that. sometimes, it's better to use a controller that's plugged in with no one using it. Note that lvls 3-6 DI different ways to the side, and lvls 7-9 DI up, and lvls 1-2 don't DI. so for practicing how to follow ceratin combo parts, use those varying levels. Note that no cpu DI's fully to the side for different things (something humans will do, especially against throws). Find some humans to play against fast. it doesn't really matter how good/bad they are, they're better than cpus because they think, not compute.
