Up+B: Speed form recovery, dash upwards or teleport.
Foward+B/Back+B: Attack form, slash attack that can be chained several times like Swords Dance
Down+B: Defense form, does not take damage from physical attacks, counters with knockback [minimal damage]
Neutral B: Normal form, charge ball
A: Jabs, uses his normal form arms to strike
Foward Smash: Whips arms forward, good range
Up Smash: Something similar to Mewtwo's Vortex
Down Smash: Spins around, swinging its whiplike arms
Final Smash: Psycho Boost
Normal airborne attacks could be thought of, but I wont go that far seeing as how he is definately not in the game.
Harvest Moon 64 Guy
Up+B: Grabs a chicken by the talons and gains height
Down+B: Rings a cowbell, which stuns nearby smashers ala Jiggz Sing
Foward/Back+B: Swings a hoe overhead and in front. If it hits ground, sends a shockwave of "dirt" forward
Neutral B: Charges a hammer swing
A: Jab
Foward Smash: Slices with a scythe
Up Smash: Throws seeds upward, dealing decent damage and slowing down the enemy for a few seconds
Down Smash: Slices low with the scythe on either side
Down Tilt: Jabs with his foot, lowkick style [like Ness]
Up Tilt: Scythe swipes above him?
Foward/Back Tilt: Swings a metal watering can fowrward or behind. Water drops can also deal damage and stop an attack.
Nair: Sex kick
Fair: A hammer blow that meteor spikes
Dair: Rains a cloud of seeds below. These can cancel most Up+B recoveries, but if the opponent is quick enough he can continue to Up+B in hopes of returning...
Bair: Kicks behind him
Uair: Headbutts upward similar to ness
