Thing is, Lucas and Ness aren't bad at all unless they are against Marth or DK. (Or top tiers)
Also I am surprised to see Kirby that high, with Olimar and Rob that low.

Olimar is a bit of a one trick pony really and pretty easy to read.
Kirby has a very efficient recovery and a very good variation of moves.
R.O.B is pretty average. Though in the real tier list I think R.O.B fell down the list a bit because he couldn't handle MK. The same happened to Pit.
