most opportune time to jab?

hey guys. we all know lucario has amazing jab combos. and great block strings out of his jab.. but when is the best time to try to jab? i mean.. if opponent whiffs something ive been so accustomed to default into DA. also his jab is such short range. approaching with it seems so risky.

when do you guys find the best time to jab is? i'd like to incorporate more jabs into my play
