Well, according to Serebii, Steelix and Regirock have equal Defense...But Regirock also has good Special Defense and a bit more HP. They are, however, both outstripped by Shuckle. The only problem with Shuckle is his truly terrible HP and attack scores.

regirock has the most defense of any pokemon that hits the field. This assumes a + def nature and maxed EVs for both stats.
