pretty sure between both examples its in there..seems like its been made easier (both the villager and megaman went back a significant distance)

That could simply be megaman being pushed back by the yellow devil's collisions. Bowser is also pushed back while standing.
Also, where was villager moonwalking?

The Yellow Devil doesn't move but it pushes opponents because it's a solid object. We saw this with bosses in Brawl.

Also I wanna go on record saying that the alleged Villager moonwalk from the other section was just a dash, skid-stop, and then a standing turnaround.
