According to the original games, Mew gave birth. Fuji and friends named the baby "Mewtwo". They ran a bunch of horrible experiments and did some gene splicing, and eventually, we got the Mewtwo we all know and love.

This was later retconned into the Dr. Fuji and friends cloning Mew and giving the clone human DNA, but I prefer the original story.
