Meta Knights Down B can just be held, Hold B and he will do the attack when he appears.

It does do damage, however if you do commit the attack upon reappearing, it adds a full half second of lag afterwards. In my opinion the damage/knockback the attack does is not worth being vulnerable if you miss. Its better to use it for rapid transit, and to keep your opponent on his or her toes.
