But to answer your question, you just short hop and do a forward air once, then do it again before you land. Simple as that. It'll probably take some practice before you can do it consistently.

But to elaborate on Randizzle: it's more about timing that speed, a.k.a. mashing the a button as fast as you can and hoping two come out won't work (well, at least). Just go to training mode and short hop enough f airs to get the timing into your fingers and it should be all instinct from there.
