While I was watching genisis I noticed mango Charlie walking with Fox in a few matches, for example when he Charlie walk shine spiked ppmd.

My question is, is this tech actually useful in the current meta, and how do you think it can be implemented.

He could have just as easily ran straight out and shine spiked. For fox, charlie walking is honestly so niche that there is very little reason to put time into it. Learning it can allow you to better understand moonwalking and movement in general, but implementing it won't really improve your game much.

It's 50% for just styling super hard (which definitely screws with some players' mindsets when it's that flashy), and 50% an awkward mixup to react to. As GenNyan pointed out, Falco was dead anyways, but there are situations where they might otherwise be able to react and avoid, attack, or tech jump off it.

what do you think about using it for grabs with a character such as falcon who's moonwalk is much longer?

An unsafe mixup, but that's not too uncommon. As long as you can do it without giving them enough time to react and punish, and aren't being too obvious with it so they anticipate it, go for it
