Making Certain Stages Legal Through 8 Player Smash?

I don't know if anyone has noticed this, but some stages don't have hazards or transformations like Pokemon Stadium 2 or Pyrosphere in 8 player mode. What could happen to make these stages legal is insert 6-8 controllers and give all but 2 players 300% handicap or just make them bots on level 1 difficulty just like what had to happen in 3DS tournaments so that it could be recorded and commentated, but this could allow for Pokemon Stadium 2 to be a Starter and Pyrosphere to be a Counter-Pick. And you don't have to go elsewhere just to only have stages that are not 8 player only. Instead just reduce the amount of CPUs to 0 then you could have a one on one on any stage since the stage selection recognizes how many players there are so you don't have to go to group smash just to do battlefield.
