Making a game, need tips

So a friend and I are making a game. The general basis is a 3D Pacman-esque game in isometric view and with some new quirks to give a fresh feel to it. The problem is once we got past planning stages, our progress moves at a sluggish pace. I won't make any excuses: we're procrastinators, and we'll take care of that issue. The thing I want to ask here is what can we do to make this trial easier.

Mainly looking for tips on what platforms to use (using Unity3D at the moment), and what programming language I should focus on (currently C#/C++), but a big help would be what steps we should take when making this, because I would really love to have a finished product.

I ain't experienced in making games however I can lend you advice. You need to have at least one or 2 days that are all focused about rest. Constantly working on a game won't always net you a great one. Hope I helped.
