During the past set of days, I was working on Palutena's moveset in hopes of making her feel more viable as a fighter. I'll start by showing the coding of my changes.
As for some details of the more notable changes...

And while not included in the download links above, below are my attribute changes for Palutena.
Edit: I've recently updated Palutena's Angelic Missile so that it has a super armor duration. It can't be interrupted so easily now, but counterattacks will strike after the super armor is turned off. Angelic Missile's attack hitbox is also active a bit sooner than before.
On a side note, during my tests, the grab range improvements that I gave to Palutena enable her to bypass Bowser's Whirling Fortress.
Edit 2: Palutena's Counter has been updated so that its start-up lag and ending lag are shorter. The counter window now becomes active on frame 5, while the ending lag reduction begins after the counter window ends.
The counterattack also has just one hitbox now, but it's still highly potent as a KO maker if Counter blocks a highly damaging attack.

- Standard attack's first hit strikes at around frame 3, and deals fixed knockback that bypasses Bowser's tough guy trait. The multi-hit portion of the attack also deals fixed knockback (bypassing tough guy, unless Bowser is giant-sized), but damage dealt is lowered to 0.5%. The final hit deals 3% damage, but receives a base knockback increase.
- F-tilt's start-up lag is greatly reduced, and it deals up to 7 hits (dealing up to 12% damage), with the final hit delivering the most knockback.
- U-tilt's start-up lag is reduced, and it deals up to 11 hits (dealing up to 12% damage), with the final hit delivering the most knockback.
- D-tilt's start-up lag is reduced, and deals 10% damage, but it experiences a base knockback nerf. However, to compensate for the BKB nerf, the attack is guaranteed to trip fighters at low damage percentages.
- F-smash and d-smash no longer have sourspots, but they will deal less damage if they hit late. Windboxes come out later.
- N-air deals up to 10 hits, adding up to 14% damage.
- F-air hits at around frame 7, and deals 12% damage.
- U-air deals up to 7 hits, adding up to 11% damage.
- D-air lasts for 4 frames, and has a single hitbox that deals 12% damage, and is a meteor smash.
- Pummel is faster, but damage dealt is reduced to 2%.
- F-throw's knockback is stronger, deals 10% damage, and throws at around frame 15.
- B-throw's knockback is stronger, and deals 11% damage.
- U-throw deals 10% damage, and has a slightly stronger BKB.
- D-throw throws at around frame 16, and deals 7% damage. KOs the latest of all throw, but can lead to follow-ups.
- Reflect Barrier deals fixed knockback, but no longer has hitlag.
- Counter's counterattack receives a significant knockback increase, no longer needing a sweetspot for the best results. It's also an unblockable attack, rendering shields and opposing Counter moves useless.
- Explosive Flame's duration now travels at a normal speed.
- Heavenly Light hits more frequently, dealing up to 45% damage if fighters stay inside the light for the whole duration. Ending lag is also reduced significantly.
- Celestial Firework's duration is 1.2x faster, instead of 1.2x slower.
- Black Hole Laser deals up to 45% damage, and the final hit is much more potent at making quick KOs.
- Most attacks deal some degree of shield damage, but neither attack can actually shatter a full shield.

And while not included in the download links above, below are my attribute changes for Palutena.
- Walk Speed: 1.21 -> 1.23
- Run Speed: 1.888 -> 1.9
- Air Speed: 0.91 -> 1.14
- Weight: 91 -> 95
Edit: I've recently updated Palutena's Angelic Missile so that it has a super armor duration. It can't be interrupted so easily now, but counterattacks will strike after the super armor is turned off. Angelic Missile's attack hitbox is also active a bit sooner than before.
On a side note, during my tests, the grab range improvements that I gave to Palutena enable her to bypass Bowser's Whirling Fortress.
Edit 2: Palutena's Counter has been updated so that its start-up lag and ending lag are shorter. The counter window now becomes active on frame 5, while the ending lag reduction begins after the counter window ends.
The counterattack also has just one hitbox now, but it's still highly potent as a KO maker if Counter blocks a highly damaging attack.
