Europe; you do the math.
Don't worry, I won't flame you.

As far as I know, the Luigi Cyclone sends the man in green up when you repeatedly tap the Special Move button. It can be used multiple times but it won't go up if you use it for a second time in the air, you'll have to land first in order to use it to rise op again. After you're done using it, you just start falling normally again. You can still use your second jump if you hadn't already, and you can still do your up B or any other (air) attack for that matter.

Hope I could be of help.

yea thanks you've been a great help. so its like in melee where you have to press the special button to get lift, but this time its effective.

You still mash B, but it's a much slower required rate so it's considerably easier. You don't have to reload it like you did in Melee. Just land.

The most important thing is that it factors in your momentum (as do a lot of things in Brawl). So on the ground, you have no downwards momentum. You can rising tornado. In the air, right after a second jump, you have upward momentum, so you can rising tornado REALLY high. But if you're falling in the air and don't have a jump to use, tornado is not going to help as much.

What if you Down B and lift off the ground, then jump and Down B again? Do you get elevation on the second tornado?

okay, how it works is,

if you just press down b (just once) you probably wont go anywhere, maybe level off for a moment, then continuing downward.

if you spam down b (press it as many times as possible during the tornado), you will raise through the air in according to how many times you have pressed the button.

overall, once you press down b, continuing pressing it as fast as you can to try and achieve the most potential from this recovery move.

oh! also, as Tobias said, which is very useful to note. it is probably most useful in most scenarios to use your tornado coming out of your mid-air jump, as you will have upward momentum. i would go as far to say that you may even nearly double your total height achieved from doing this.

hope this helps! feel free to ask any other questions, i'm sure someone here can help you out! :)

Does anyone know the exact rate to get the maximum height? In Melee it was something like 14 button presses a second...

wait do i pound b or downb? or is there not a difference
You hold down and pound the B button.

I don't think you can recover from it anymore and also i think it was mario who did the upward spin in melee
Mario and Luigi both got distance from it. Mario's was easier, but Luigi went higher. Dr. Mario was super easy, but you get no distance, just stall.

I'm pretty sure you can't use it on the ground to rise, but I'm not 100% on that.
actually one of the things that screws up luigi players is that the tornado doesn't work right on the ground if you press the b button more than once - if you want it to act like the uncharged melee tornado don't mash the button be careful.
