Luigi is an obvious character to be in Brawl! But, since Mario has his water NOZZEL he got it from Super Mario Sunshine, His Game. Luigi has his own game like Luigi's Mansion these both games are kind of alike but, if he comes back he will have his Vaccum, and Mario has his Water NOZZEL!!
