Please note that I am well aware that she doesn't stand too much of a chance, well no chance really but I just had this idea and had to get it out.
Anyway Lucy Fleetfoot is the main and playable character in Pokemon Trozei (or Pokemon Link) a Yoshi's Cookie style game but with Pokemon. Lucy is fashionable and very girly but also a secret agent of the organisation SOL (Secret Operation League, representeted by a Solrock). She has only two Pokemon of her own an Aipom and a Manectric.
She was sent on her mission by the eccentric Proffesor P to shut down the evil organisation the Phobos Army (represented by a Lunatone).
Lucy has a variety of gadgets including a Hanglider and Trozei Scanner as well as her trusty Mobile Phone.
I made a quick moveset for her here, allthough it is just really more some special moves and Miscilanious information.
B ^ - Hangglider - Lucy pulls out her hangglider from Trozei (early on when you sneak into the Enemy's plane you use this). She jumps up and sets off into the wind, you can tilt the wii remote or the control stick to the side to do loops and turns, if something touches the hanglider it does 3% damage, 5% if it's during a loop. This move can be hard to control but also it can go really hight.
B > - Trozei Beamer - Lucy pulls out her Trozei Beamer, which in the games is used to look through pokeballs to see what is inside them. Here she uses it too look through your opponent, this has a similar effect to Mewtwo's B > in that you toss your foe around a little bit and what not, however this is useful as it also makes them a little slower after the move has finished.
B - Aipom - Lucy sends forth her handy Aipom which does one of two moves, the first move, the more common move is Tickle. Aipom tickles foes which gives them a small flower on their head to hurt them over time (the Lip's Stick effect, to symbolise it hurts to laugh) and the second one is more rare and is Focus Punch, Aipom screws it's tail hand into a fist and smacks the foe really hard doing 10-15% damage and stopping them from using the next attack they do (this can be warn off by just pressing A once)
B v - Manectric - Lucy sends her Manectric into battle, it also does one of two moves. The first move, the weaker and more common move is Howl, it does no damage but sends the foe backwards, similar to Mario's FLUDD. The second move does actual damage, it is Thunder Fang. Manectric lunges forth onto his prey and bites down hard with jolts of electricty surging through his mouth and the foe's body this does 20% damage and may also leave the foe temporarily stunned.
Final Smash - Trozei - It starts to rain down Trozei blocks, when they link up the Pokemon of that Trozei appears and attacks foes, this includes common pokemon like Caterpie and Weedle (who do minor damage) and rarer pokemon like Moltres and Zapdos. Also if you are hit by one of the falling blocks that doesn't link up then you recieve about 50% damage.

Winning Taunt 1 - Lucy's phone rings, she throws it away and cheers
Winning Taunt 2 - A Solrock comes from behind and Lucy smiles and laughs
Winning Taunt 3 - Lucy sees a Lunatone, she quickly kicks it away and then smiles
Losing Taunt 1 - Lucy shrugs and sighs
Losing Taunt 2 - Lucy claps unhappily
Losing Taunt 3 - Lucy lowers her head in shame

Red - Lucy has a Red scarf and hat, her Aipom and Manectric also recieve Red hats
Blue - Lucy has a Blue Scarf and hat, her Aipom and Manectric also recieve Blue scarves
Green - Lucy has a Green Scarf and hat, her Aipom recieves a flower necklace and her Manectric recieves a Green hat.
Yellow - Lucy has a Yellow scarf and hat, her Aipom recieves a Yellow scarf and her Manectric recieves a yellow flower atop it's head.
White - Lucy's entire outfit is white except for her hat and scarf which remain Pink. Her Pokemon are shiny.
Entrance - A bunch of Trozei blocks fall down and Lucy breaks through them.
