Lucas's D-tilt

I just have a question concerning Lucas's D-tilt. So on http://www.ssbwiki.com/Lucas_(PM) (a site that I am sure you are all familiar with) it says that his D-tilt can meteor opponents on ledges. I have have tested it our on DK (a character that can be easily hid from the stage while he is on the ledge) and 999% (as well as other percents) and have never gotten it to meteor in this situation as well as others. I am wondering if this is even correct or if there is a certain thing you have to do or a certain way to do it in order for it to work?

I remember when 3.0 came out, all it said about his D-tilt was that it could meteor but then it was removed which led me to believe it wasn't correct information. Recently, it has been re-added and it now addresses the extra damage and higher angle but says it can only meteor opponents on ledges which has led me to believe it is incorrect information. So if anyone could clarify and clear this up what would be great.

The meteor hitboxes are ground-only, airborn opponents will always get knocked up. The only way you can meteor someone semi-offstage is to land a non-bouncing (i.e. low knockback) meteor on a grounded opponent standing at the edge while they hold away from the stage. In that scenario they will usually grab the ledge.

Ok thanks that makes more sense I knew that it only meteored people on the ground but I thought if people were on the ledge that's counted as them being on the ground because of what that page said. But thanks again for the info.
