I think he is good and is probably going to be either Low High or High Mid Tier. PK Freeze is whats makes him goof right now IMO as it's such a good and safe edgeguard tool. Also his Nair, Bair, Fair is good aswell. Just wish his Zair was better cause it's fun to use.

I think he is very strong, even he's PK fire can ko at a respectable percent for projectile, if you are close to an edge.
