There were a few post here a while back showing what stages were nuteral, counter-pick, or banned, but I can't seem to find it. I've tried searching. Can anyone link me to it, or a similar thread. Much appriciated.

No, that's not it. I'm looking for the topic that disscusses what was allowed in Melee tournamnts, and why. There was a topic here a while back.

I found two links that were similar to what you're looking for. The search function is working strange for me, so I bet that you have a relative problem. Anywho, it's most likely the second link.
