Loading custom stages in an ISO build.

So I'm using Project M with Dolphin, I created an ISO using ISO builder. I found an ISO builder that is supposed to work with Stage expansion template (among other mods I guess.). I created a folder with all the necessary files, the 36 stage expansion files, and the files for the 78 stage mod. The ISO has all the new slots from the 36 stage expansion, but none of the stages from the 78 stage mod.

What I'd like to do is be able to build an ISO that has these mods implemented, thus eliminating the need to do all kinds of special work arounds to get project M and the mods to run in dolphin.

Does anyone have any suggestions? Anyone willing to help me get this to work?
Something I noticed, but I don't know if this is part of the issue. the custom stages that come with 78 has file names like "STGCUSTOM02". Do these maybe need to be remade?

I'm willing to settle, if there is no way to build an ISO that will make available these custom stages, to load them on a virtual SD and run them from there. But even doing that, I don't know how.

I appreciate any help anyone can provide.

Literally all you do is build the iso like vanilla pm except include the modded rsbe01.gct and projectm folder.
