Is it just me or are some level 9's much harder than others? Tonight I had a 25 stock battle with Sheik which I won with 11 lives to spare. A few days ago I got destoyed by a level 9 Lucina. Maybe i've got a bit better since then but still I couldn't imagine beating her any time soon.

Only one way to find out I guess....

Nah. I do notice that after playing against the same character over and over again, that the CPU plays differently each time. One time, you'll get a highly agressive one, and the other time, you'll get a counter fiend, and another time, they'll play defensively.

Thats been a staple since N64. The reason theyre harder than others is because of the character reaction limitations are setting the computer's speed, not the computer. Fox has next to no animation delays for his attacks, thats why hes generally considered the hardest because he instantly counters everything you do.

lv9 computers cheat. thats how theyre "hard"

Yeah it could be the style of sheik that suits me more then.

Lucina keeps countering my smash moves so maybe projectiles and air attacks are the way to go to beat her.

There's some big differences between the characters. The Shiek AI often tries to spam the grenade attack, leaving himself wide open constantly. Meanwhile the Lucina AI has counter on it's side... I often set the AI to level 8 if the character I choose to fight has counter. Level 9 AI will spam the mess out of counter, and only when you've already begun the attack animation.
Like an above poster mentioned, the AI also plays slightly different every time.

Totally agree with all of this.

They are pretty Counter-happy AI from my general experience against them. I like to use Lucina as my 'sparring partner' and the AI loves to pull them at hypersonic speed. ;__;
