As of right now, we can't.
We still haven't played as most of the cast. And even then looking at videos and pictures will not make a decent tier list. It's all just guessing in the end.
Long story short we need to wait for the game, play every character, and then make a tier list.

I'd still argue "no". But there have been people who gave their impression of the demo in the form of a tier list, if you're really that interested.

Theoretically yes.

The problem is that the sample size we've been given in a competitive tournament environment has been incredibly small. On top of that, there have been a lot of characters that we haven't seen enough of to even theorize effectively.

Sadly there isn't a legitimate list yet. Reason being is that the community has not had the opportunity to really put the game to the test. Tier lists usually appear for games after the following:

-Tournament Results
-Online Play Rankings (Which in this case I doubt there will be something that showed the character who has one the most worldwide or even locally. For your system yes)
-Hands on experience globally

Without these things it is only speculation and guessing. Of course many more things are put into creating a tier list. These are just the common ones from the top of my head.
