Legal Stages (My guesses)

I decided to take a crack at figuring out what stages would be legal. I apologize if there was a dedicated thread for this kind of thing but I didn't see one. This was a bit tricky since we don't know everything the hazard toggle entails yet, and I didn't know enough about the new stages like Dracula's Castle and New Donk City, but I did my best. Also, for some stages with hazards off, they are near identical to others. (example: the Pokémon Stadiums) but I listed them separately anyway, since I wasn't sure if they would be considered the same stage legally in those circumstances.

Starter:

Final Destination
Battlefield
Dream Land
Yoshi’s Story
Fountain of Dreams
Pokemon Stadium (Hazardless)
Yoshi’s Island
Lylat Cruise (Hazardless, since it disables the stage tilting)
Pokemon Stadium 2 (Hazardless)
Smashville
Unova Pokemon League (Hazardless)
Kalos Pokemon League (Hazardless)
Midgar (Hazardless)

Counterpick:

Brinstar (Hazardless)
Norfair (Hazardless)
Halberd (Hazardless)
Castle Siege
Arena Ferox
Find Mii (Hazardless)

Could be either Starter or Counterpick:

Wily Castle (Hazardless) - If the hazard toggle disables the platforms as well as the Yellow Devil, then this will be a clone of FD. If the platforms remain, this could be a counterpick. All signs pointing to the former being the case, but hopefully the final release can change that, or they patch it. Otherwise this stage is officially garbage.

Super Happy Tree (Hazardless) - Assuming the hazard toggle removes the clouds, the layout is a warped, asymmetrical battlefield-type. It’s irregular enough I hesitate to say this would be a starter, but it’s not entirely out of the question.

WarioWare Inc. (Hazardless) - Without the microgames, the layout is very basic, but it’s more vertical than most starters.

Frigate Orpheon (Hazardless) - Hazards off means the stage doesn’t tilt and the layout is very basic.

Town and City - Very simple and relatively peaceful stage, but the transformation, though predictable and non-threatening, could still land this as a counterpick.

Possibly Counterpick:

Pokemon Stadium (Hazards on) - The Rock-type transformation is the only one that causes any problems, but with a hazardless option available, will this even be considered an option?

Frigate Orpheon - If the hazardless version is used, this stage is in a similar boat to Pokemon Stadium.

Umbra Clock Tower - In Smash 4 this stage is banned, but it’s really not banworthy, is it?
