Some CRT TVs have lag. Newer CRT TVs or high definition CRT TVs are more likely to have lag but they won't necessarily. Kadano's chart on displays is relevant here:
According to the manufacturer's website (
http://support.jvc.com/consumer/product.jsp?modelId=MODL020635&pathId=76&page=2&archive=true), your TV has post-processing (black level enhancement) and comb filtering, which will add lag. It might be possible that you can turn these off in your TV's menu, in which case you should do so.
I don't know exactly how much lag the post-processing and comb filtering on your TV will add (or how much they tend to add in general); there's a possibility it could be a negligible amount and you just feel like the TV is laggy when it really isn't. Is the lag bad enough that you're sure it's there? Are you comparing it to other CRT setups you've played on, or does it just feel laggy by itself?
If you homebrew your Wii, then you can play without a memory card; either by using a virtual memory card with Nintendont, or by using a modded copy of Melee which has everything unlocked (removing the need to save unless you want to retain high scores and statistics).
