Lag and slowness

Recently me and my friend had an argument about lag and slowness. I need to know the diffreneces so i can prove him wrong. This would be really appreciated.

that's usually start-up time
lag is after the attack is performed

slowness is the overall speed of the attack

bowser is laggy, but he moves relatively quickly. a good example of a fast but laggy move would probably be his fair. it comes out pretty quick (7 frames i think) but has equal lag time at the end to donkey kong's fair w/o as much shield stun. thats a fast attack but its laggy. like most of bowsers attacks. i consider activation time and movement to be your speed and the waiting time between attacks to be the lag time.

Lag: the time before or after an action(usually an attack) that not only can you do nothing, but the char is immobile
for a bit.

Slowness: the speed which a char moves on the ground, air, etc. or the speed of the attack. i just think pikachu's up-b trickies. very lagish but very fast-ish
