but it seems D3 can throw capsules with his over B as well as waddle dee's doo's and gordo's

It is only with items on.

Whatever items you have turned on can be thrown.

I did a couple of tests and it seems theres about a 5% chance to throw one with items on..

You have to have the items individually turned off, not just the ON/OFF at the top

So you're claiming that you can still throw items if you not only set the chances of items appearing to "None" but ALSO turn off every item manually and individually?

If you are saying that this could happen, prove it.

After playing friendlies with a group of friends, I had only the smash ball turned on. After a while, I got tired of the smash ball, so I turned it off. While playing more dedede, he threw a capsule and a star popped out. Note, that I put items to none, and smash ball was the only item on, so that means everything else was turned off. I have no VIDEO proof of it, but I will credit those who say that items pop out regardless of settings.
