Just how do I install character PSA files??

I've looked everywhere that I could find, and all I want is to install the "Roy" version of Marth and the "Wisp" character...

Roy: rename it to FitMarth.pac, place in sd:\private\wii\app\RSBE\pf\fighter\marth\
Wisp: rename it to FitPurin.pac, place in sd:\private\wii\app\RSBE\pf\fighter\purin\
