Overview
Lugia is one of the Legendary Pokémon that is introduced in Pokémon Gold/Silver/Crystal and it is a flying/psychic type, despite being an aquatic Pokémon. It has said to create a 40 day storm by flapping it’s hand like wings

Why Lugia should join Smash

Since Melee, Lugia was a Pokéball Pokémon and while Lugia’s chance for the second fighter’s pass is quite stacked against it, Lugia would make a great fighter for Smash.
There are multiple reasons why Lugia should join. First of all, Lugia is a Legendary, which we had not have in the roaster since Mewtwo joined the fight. Second, we have not gotten a new flying type Pokémon since Charizard. And third, it’s been a long time since we had a new playable Pokémon from Gen 2, never mind the lack of music from that generation.

Moveset

Jab: Lugia pecks it’s beak at it’s opponents, dealing 1.5% damage each
Rush Attack: Lugia uses Ancient Power to bash the opponents. Does 15% damage

Up Tilt: Lugia Slams it’s neck upwards. Does 5% damage
Side Tilt: Lugia Slams it’s neck in side formation. Does 7% damage. Back Tilt is the same.
Down Tilt: Lugia bashes it’s head downwards. Does 5% damage

Areal: Lugia strikes it’s hand like wings at the opponents. Does 8% damage
Up Areal: Lugia Slams it’s neck at the opponents. Does 6% damage
Down Areal: Lugia Slams it’s tail at the opponents. Does 9% damage
Side Areal: Lugia uses a Weather Ball at the opponents. Does 10% Damage
Back Areal: Lugia strikes the opponents with it’s hand like wings backwards. Does 10% damage

Grab: Lugia grabs an opponent using it’s wing like hands
Pummel: Lugia pecks it’s beak at it’s opponent, dealing 2% damage each time
Forward Throw: Lugia simply throws the opponent across, dealing 8% damage
Up Throw: Lugia throws the opponent upwards, and then uses a Weather Ball, dealing 11% damage.
Down Throw: Lugia flies up a bit, before slamming the opponent to the ground, not only dealing 12% damage, but also brings the burry Effect as well.
Backwards Throw: Lugia creates a Whirlpool around the opponent, launching them away. Does 9% damage.

Up Smash: Weather Ball. Lugia launches a Weather Ball at the opponents above. Does 12% damage.

Side Smash: Clap Attack. Similar to Donkey Kong’s Side Smash, Lugia claps it’s hands onto the opponent. Does 24% damage.

Down Smash: Tail Slam. Lugia Slams it’s tail around, smacking any opponents nearby. Does 15% damage.

Neutral Special: Areoblast. Lugia’s signature move. Lugia fires a huge blast from it’s maw. The amount of damage depends on how long you press the B button. A maximum charge does 45% damage, while a minimum charge only does 10%

Side Special: Wind Gusts: Lugia flaps it’s wings, creating some wind that not only does 24% damage, but it also pushes items away, making it more difficult for other fighters to pick items up.

Up special: Dragon Rush: Lugia’s recovery move. Lugia rises quickly, before rushing in towards an opponent. It does 20% and it is a meteor Smash.

Down Special: Extrasensory: Lugia uses this psychic move, stunning the opponents for a brief time, before they are pushed back. It does 30% damage and it adds a new psychic move.

Final Smash: 40 day storm. It starts with Lugia using Ancient Power, knocking the opponents away. It then shows a cutscene where Lugia creates a 40 day storm, causing some hurricane winds to spin opponents around. Lugia then uses Hydro Pump onto the opponents trapped, ending the cutscene and sending opponents flying. It does 67% damage.

Up Taunt: Lugia does a spin in the air, before landing
Side Taunt: Lugia raises it’s hand like wing up while editing a sound (Note, dialog will come soon)
Down Taunt: Lugia rears up to show it’s true size
Star KO: Grunts in anger (again, dialog will come soon)
Victory Theme: A Snippit of Battle Lugia (Beginning part)
Victory Animation 1: Lugia dives down for a landing, before slamming it’s hand like wings to the ground (used in Team Up matches)
Victory Animation 2: Lugia arrives from above before using hurricane winds in the screen
Victory Animation 3: Lugia stomps, emits a call (again, dialog will come soon) and then pumps it’s hand like wings like they are fists
Defeat Animation: Lugia claps in defeat
Number of Jumps: 4
Wall Hop: Yes
Crawl: No
Boxing Ring Title: Johto’s Deep Sea Guardian
Kirby Hat: Based of Lugia’s head and uses Areoblast

Bonus Questions

Q: Is Lugia too big for Smash?
A: They said that to Ridley for years, and if he got in, then Lugia can get in. Besides, Pokémon sizes are not consistent with one another.

Lugia is cool and while it isn’t at the very top of my list of favorites, I do like it quite a bit. I’d gladly take Lugia for Smash.
