Ivysaur's Final Smash

Ivysaur don't have a final smash move. Why don't they have that trainer's final smash one just remove the other 2 element powers and you got it.
Ex. Ivysaur have Solarbeam

Ivysaur's Final Smash in 3.5 was ok. Still, healing 60% of damage and using free three Solarbeam isn't that bad.
