I dunno...
All I can think of is dthrow to up smash on low percents... It doesn't help that since Puff is light that all throws would send her far out of reach on higher percents. She's generally like that for all characters.

You throw them.

Dthrow to usmash, nair, bair-bair, fair kill.
Fthrow to uair-uair-fair combo.
Uthrow to fair.
Bthrow into w/e.

Just experiment, different things work against different puff players. Part of learning how to deal with the different possibilities is developing your own style and preferred methods of following up a throw. Just make sure they don't get predictable.

At early percents d.throw > d.air > up+b is pretty much guaranteed. Or If they have bad DI you can pull off 2 d.airs. At med percents you could go for d.throw f.air or maybe get an up air or two. At high percents (for puff, we're talking like 80% or so) D.throw f.air should be an easy kill.

i guess the main thing i wanted to know was: is there ever a % at which you uthrow puff, and if so what is the best follow up?
as for dthrow, what are the minimum %s at which fair is guaranteed

I believe dthrow->fair is guaranteed to connect from about 90%-105%. Also, there's never a real reason to uthrow puff. Dthrow->drill or dthrow->uair are usually the follow ups you'll want to use at low->mid percents

Down throw -> fair from 90+ will def allow Jiggs to escape. I believe it's guaranteed (as long as you are fast enough) starting at 60ish, but the window for guaranteedness is very small. Maybe frome 60sih - 80ish. MAYBE. Realistically, your best bets in killing her are from anticipating her movement and hitting her with a raw fair, dsmash (CCed if you're at low % is very good), the fat nair, or something jank like bthrow or SOMEHOW hitting her with Fsmash.

Good luck, be patient, and pick your spots carefully.
