Is there somewhere I can get the star effect for Mario Tornado?

As I am sure many of you know, Mario Tornado used to have a star effect when being used, however in later versions of the game it was removed from the attack. Is there somewhere I can download Mario Tornado's star effect for 3.6? If that isn't possible, is there any method I can follow to put it in?
