You can but you'll have to softmod or hard mod your gc anyway, You have to load a custom iso

Then you'll have to create HPS file from your music using this guide

Then you'll have to inject it into an iso

Achille made a brillant mod of melee, really usefull for training, and it has an option to create custom playlists

Once again, it's not that difficult if you take the time to read it, but it might take a few tries if you've never used an hex editor before.
Use HxD and use CTRL+F to find the value you need to go too(80FD9DA0) you'll see a bunch of 000000000 after that
Take the last entry, 80FD9DA0 and substract 20 (you can use http://www.miniwebtool.com/hex-calculator/ )
You'll obtain 80fd9da0. PAste that over 00 00 00 00 and follow the rest of the tutorial to give it a name.

turn in-game music off
play music on a speaker next to the TV?

You need gamecybe modding, because music files are too big to fit in a custom memory card save
