Is there any way to create extra character slots to Project M?

I recently saw a facebook post, it was a friend of mine and somehow he managed to add extra characters slots.
I asked him, but he wouldn't tell anyone. I've heard of BrawlEX but I also heard that it's not compatible with PM since the codes are different. Anyone gotta clue?

He's added 10 new characters total (including Mewtwo and Roy) so he can't be using anything other than BrawlEx if it's any method I know of. People were working on making BrawlEx compatible with PM so I imagine he used other people's work and figured it out.
