is there any way for ntsc to play pal codesets?

Why would you ever want to?

Most PAL codes are just converted from NTSC codes. What reason would you have to play a PAL codeset if there is an NTSC version of any given code they have?

Not really no. There are issues with a bunch of addresses in the game, which is why even tho JP and US are both NTSC, their codesets aren't interchangable.
