Is there a 40 frame no tech window in pm?

I was searching for pros and cons for taking the springs out of the L and R triggers on the gc controller. Came across a melee thread that said if you do it, full presses on the triggers cause a 40 frame "no tech window"

Is this true for PM?

the window to tech is 20 frames. meaning, you can hit shield up to 20 frames before you hit a surface and tech.

however, if you fail the tech, you're now locked out for 40 frames. so, if you hit shield 21 frames before you hit a surface, you don't get to tech and then you have to wait 40 frames (from the input, iirc) to be able to try to tech again. and reinputting the shield input refreshes the tech fail window, so mashing shield to tech basically just locks you out even longer.
