is the online 136 years ban glitch fixed?

so I did not touched my online for a while because of this glitch, I sew some guy saying the glitch only bans you for a shorter amount of time than it looks like and some other guy said it's just a roamer made to scare people into playing fair online but I didn't found any proof to back this up so I'm still not sure , can some one tell me please if it's safe to go online and maybe give me some proof?

Sorta, it was patch in the 3DS version.
