Is Project M info.xml important for using PM?

I did everything correctly and the game launches. But the normal brawl menu showed up and when a brawl starts it freezes. I checked updates on the launcher and it says I'm missing project m info.xml, and I don't know if I should re-download or if I'm supposed to update.

using the hackless pm. I deleted everything on my SD downloaded PM and went into the stage builder. Then the launcher starts. That's all.
