Is it possible to use BrawlEX on Windows 8.1

I have done character hacks before and I am currently working on one right now, but I want it to have it's own character slot. I have never used BrawlEX before, because when I try to use "BrawlEX tool" it just shows an error sign. SO my question is, can you use BrawlEX on Windows 8.1 and/or without "BrawlEX tool".
