Is it possible to have to have a custom PSA and an original PSA on the same character

I have a really overpowered custom PSA for two or three characters, but I'd like to set CPUs to be random and not have to run into these characters so is there any way to make it so that only certain costumes for a certain character have a separate moveset or a to make it such that you have to hold a button when selecting said character to activate the custom character?

Although you can have a PSA that switches movesets, you cannot have assign movesets to certain costumes.

How hard would it be to make it so that a character starts with his default moveset and switches to the custom moveset when a certain button combination is pressed?
