Is it possible to change voices on hackless PM?

Hello, I was wondering if I could change the voices of certain characters on PM3.0 without having to do all that weird hacking stuff with codes and Gecko and Riivolution, is it impossible to use custom voices with a hackless, SD card Project M game?

Yes, you can change voices in 3.0 since Mewtwo and Roy need the code for their SFX (they actually go over Galleom and Duon).

I'll check in with more info. later.

Yup you are able to since.the "RSBE01.gct" contains the replacement soundbank code you are able to replace sound and/or voice.
in your pf folder look for a "sfx" folder and thats where any sawnd or bnk file go depending on whose voice you will be replacing. (example: roy uses duons soundbank so the id you put is "325" so the file would be "325.sawnd" or "325.bnk")

You'd need smashbros_sound.brsar, super sawnds, and the .wav files you'd want to implement over the character's voices.
Once done with importing the .wavs over the character you want in super sawnds, you'd hit the "create sawnd" button and export as the character's voice id. For reference, here's all of the id's.
You'd then take that .sawnd you created and put it in the "sfx" folder of your sd card.
