Is it piracy to play a ROM of a game that didn't make it to America?

I wondered this since obviously we are not getting our hands on Mother 3 anytime soon, I mean technically we're not hurting them in sales or financially by playing I game we couldn't even buy in the first place right?

It's still considered piracy, because you're still obtaining a full copy of the game without paying for it.

You actually can buy the game, though, for about 20 dollars.

Starmen.net is going to be releasing a translation patch soon. If you buy an actual copy of the game, you're legally allowed to back it up with a copy on your computer, I believe. Import the actual version, then play through a ROM with Starmen.net's translation patch. Or, you can play through the actual copy with a translation guide, since Gameboy Advance games aren't region-locked.

I have to admit, I'm not clean when it comes to ROMS.
...can anyone on SWF actually say they are?

Oh, and yes, it is illegal to get the ROMS, as people have stated 5o times over.
