Is Doc good? Or is it just that Shroomed is good?

I've been on a Doc kick lately, so that means I've been studying a bunch of Shroomed videos. I feel like this could potentially be another Hungrybox or Armada situation. What I mean is, there's a hypothesis that characters like Jigglypuff and Peach are maybe not as good as people think they may be because those characters have had great players that mesh with the character, and have taken that character very far competitively. The situation with Doc could be an exaggerated form of what I just mentioned.

So the question is, is Doc a good character? Does he deserve the 9th place ranking he has on the current tier list? Or is the relatively high rank only due to the success Shroomed (and to a lesser extent, Bob$) have had with Doc in the past?

I don't have an opinion on the matter. What I'm doing is looking for enough input to form an opinion.

I believe Doc has potential, but yes Shroomed is a great player. If Doc's meta is explored, and worked upon, I think he can go places.
