Is Captain Falcon the Dragon King Fighter?

I don't know if this has been answered, But it seems like a big possibility. F-Zero Guy is already a weird enough choice but it looks like Dragon King Fighter already had a moveset, But the game was changed to have Nintendo characters instead of all originals and couldn't fit his moveset with any other character than the Captain himself so they just reskinned Dragon King Fighter into Captain Falcon. Doesn't that seem like a good theory?
