OK, I don't even care if this is locked, but I'm tired of all the people who either have poor memories or were too young when Melee came out that keep asking this. No one seems to be able to get the story straight on what was released prior to Melee. I am one of the few who actually remembers, apparently.
First, there was nowhere near the hype for that game as Brawl. Melee was a release title (more or less). While the hype wasn't near that of Brawl, the rumor mill still was out and about. However, the only characters that were known prior to Melee's release were the starters. This means that Bowser, ICs, Peach, and Zelda/Sheik were the only new characters known. We also knew that Ness and Captain Falcon were for sure in the game. This information was released at that year's E3 and was also shown in ads for the game such as this one:

One side note is that near the game's release, actual screenshots of the final roster were in fact posted online, but no one seemed to believe the real ones. Plenty of fake ones were shown to be sure, on these very boards. But, the real one (posted here) wasn't believed. People saw the inconsistancies in how the clones were offset, they noted that M2 looked 2D, etc. Actually, though, Mr. G&W was still a question mark if I recall correctly. Perhaps if he was revealed, people would have believed it more simply due to the oddity of picking him of all characters to add to a fake roster.
I also remember still being excited about that game and checking the updates whenever they were released on a sister site of this: smashbrosmelee.com/
I checked this about as religiously as the current DOJO site. I believe it was even this site that got me into checking out Smashboards.
On a final note, I believe most of this information is still documented in that site's archive section.
