I'm new, have a few questions

Hi, I've been a long time fan of the Smash games, and have recently become inspired to get bigger into the scene, and figured I'd start here. I have a few questions about the forums, and would in general like some tips:

1. What is a good way to find people to play with/sparring partners in my area? There aren't many tournaments where I live, and don't have a good chance of any scenes being started anytime soon.
2. Is there a way to find tournaments by state in the events tab
